Suppliers of materials and equipment:

Chaozhou City Government Project Construction Center (hereinafter referred to as the "Project Center") According to the construction needs of the project, the reference brand (trial stage) of the ceramic tile series (floor tiles, interior wall tiles, external wall tiles) is carried out the second public collection work。The specific notice is as follows:

　1. Declaration conditions

　　（一）The declared supplier must be an independent legal person registered and legally operating in the People's Republic of China。

　　（二）The brand declaration is made by the brand manufacturer or authorized agent。In general, the brand manufacturer directly applies。If the same brand manufacturer has multiple production bases, the specific production base should be specified when applying。A brand is only allowed to apply for one production base, not separately。If the reference brand storage application is an agent, the manufacturer provides an agent, and its agent is the only agent for the storage in the region。

　　（三）If the brand owner and the agent apply at the same time, only the brand owner's application will be accepted。

　　2. Declare evaluation indicators

　　Application evaluation indicators include enterprise scale, supply ability, business credit, product certification, past performance, market share and after-sales service. For details, please see the Warehousing Evaluation Form (Annex 7).。

　　3. Review procedures

　　In order to improve the efficiency of evaluation and ensure fairness, openness and impartiality, the reporting suppliers shall sign the Declaration Supplier Commitment (Annex 8) to ensure the authenticity, objectivity and consistency of their reporting materials。

　　(1) Preparation of declaration materials

　　1.Evidence provided by the supplier

　　The applicant supplier shall fill in the "Chaozhou Municipal Government Project Construction Center Ceramic Tile Storage Application Information" (Annex 2)。The attached materials shall be submitted to the project center as evaluation materials after stamped with the official seal of the applicant unit. The documents without the official seal of the applicant unit shall be regarded as invalid documents and the qualification of this application shall be cancelled。

　　2.Answer questions and supplement

　　(1) During the preparation of evaluation materials, suppliers should raise any questions by email to czjszxclsb@163.com。

　　(2) Email questions are open from 9:00 on January 31, 2024 to 17:30 on February 2, 2024 (3 working days). Late questions will not be accepted。The former Project Center will be posted on the website of Chaozhou Municipal Project Construction Center (http://www) at 17:30, February 9, 2024 (5 working days after the deadline for submitting questions).chaozhou.gov.cn/zwgk/szsydw/xmjszx/index.html) provide answers to questions raised。

　　3.Submit review materials

　　(1) Deadline for submission of data

　　The supplier shall submit the evaluation materials and supporting materials (including paper version materials and color scanned documents with official seal) within 50 days after the date of the notice, that is, submit the evaluation materials and supporting materials before 17:30, March 19, 2024. The overdue materials will not be accepted。

　　(2) Place of submission

　　(3) Data submission requirements

　　Each supplier shall carefully prepare the materials. The review materials are not accepted by mail and are not allowed to be supplemented or replaced after submission. For specific requirements, please refer to the Instructions on Data Submission Requirements (Annex 1).。

　　(2) Data scoring

　　The project center will score the evaluation materials submitted by the suppliers according to the regulations。

　　(3) Information publicity

　　1.The scope of publicity

　　The Project Center shall have the right to upload all the application materials submitted by the suppliers on the website of Chaozhou Municipal People's Government (http://www) when necessary.chaozhou.gov.cn/zwgk/szsydw/xmjszx/index.html) for publicity。

　　2.Time limit for publicity

　　The time limit for publicity of evaluation materials is 3 working days。

　　(4) Handling of objections

　　1.During the publicity period, the brand supplier or other interested party applying for warehousing may raise objections to the project Center regarding possible problems with the supplier's declaration information, supplier's score, supporting materials, etc., and the objections shall meet the following requirements:

　　(1) The author of the objection shall submit a paper version of the written objection。The opposition letter shall contain the name of the variety collected, the basic facts, specific requirements and claims, effective clues and supporting materials, contacts and contact information。If it is a legal person, it shall be signed and sealed by the legal person;If it belongs to other organizations, it shall be signed and sealed by the principal person in charge of the organization;If it is a natural person, it should be signed by the person, with valid supporting documents attached, and the paper version of the objection should be submitted to the project center through the contact information indicated in the notice of solicitation, and the mail will not be accepted。The person who filed the objection shall be responsible for the authenticity of the information provided. If the information provided is false or forged, the project Center will cancel the application qualification of the brand of the person who filed the objection and shall not apply again within three years. At the same time, it will be transferred to the relevant administrative department for processing according to the circumstances。

　　(2) For the opposition does not provide proof or signature, does not provide effective contact and contact information, no new factual evidence to the same issue that has been replied to the objection again, the objection after the opponent withdraws the objection again for the same reason, beyond the time limit for submission of objections, will not be accepted。

　　2.The person who filed the objection shall cooperate with the Project Center to verify the objection matters. If the project Center refuses to cooperate, the project Center may terminate the objection procedure after deliberation。

　　3.For accepted objections, the project center will conduct necessary investigation and verification, and can also adopt the "interrogation-statement" method to verify the object of opposition。In this process, the object of objection shall provide supporting materials for the inquiry of the project center as required, and declare the authenticity one by one in writing, while promising to accept further verification measures taken by the project center。The inquiry commitment and supporting materials provided by the object of opposition will be publicized。

　　4.The Project Center also reserves the right to question the supplier's declaration materials, supporting materials and other possible problems。

　　5.The result of objection handling shall be handled in the following circumstances:

　　(1) If the object of objection is the reporting supplier, if the content of the objection is verified, the evaluation index score involved in the objection shall be treated as "zero score"。

　　(2) If the "authenticity statement" submitted by the object of opposition is false, or the reporting supplier has commercial bribery, once it is verified to be true, its eligibility to declare shall be disqualified, and it shall not apply again within three years。

　　6.Depending on the situation, the project Center may send an objection reply letter to the person who filed the objection when necessary。

　　4. Recommend selection and sign agreement

　　(1) Recommended for inclusion

　　1.After deliberation and scoring by the project center, suppliers with final scores of not less than 60 points are selected as reference brands。

2.If there are less than 3 suppliers registered for the open solicitation or less than 3 suppliers with a total score of not less than 60 points in the evaluation of supplier information, the project Center may terminate the solicitation。

3.This solicitation does not carry out A and B file classification for selected reference supplier brands。

　　4.The term "not less than" above includes this number, and "less than" does not include this number。

　　5.The selected supplier brands will be published on the website of the project center for 3 working days。

　　6.All point calculations are rounded to two decimal places。

　　(2) Signing agreements

　　1. If the selected supplier of the reference brand has no objection after publicity, the project center will go through the formal formalities for it, and organize the signing of the "Chaozhou City Government Project Construction Center Material and equipment reference brand Supplier Management Agreement" and conduct an interview。

　　2.If the selected supplier does not sign the agreement or does not participate in the interview within 15 working days from the date of the end of the publicity, it shall be regarded as giving up the eligibility for selection。

　　3.The final interpretation of the above announcement belongs to the project center。
